The reasons for these changes were circulated to members in June 2010 (see HKCA announces proposals to change HKCA Executive structure and introduce team-based voting to HKCA Constitution).
In a nutshell, the proposed revision of the HKCA’s Constitution will see the voting change from a system whereby members cast their votes individually to a system whereby the teams represented in the senior leagues (i.e. the Saturday, Sunday and Women's Leagues) will each cast a single vote.
Changes to the structure of the HKCA Executive Committee will also be made. In recognition of their Club’s growth and development, representatives from the Little Sai Wan Cricket Club and the Pakistan Association will join the Executive Committee as full members. Previously, the Independents Cricket Clubs delegate represented these clubs. There would remain an Independent Cricket Club’s representative, to be drawn from the remaining independent clubs, and there will also be representation from the umpires and scorers because of their particular impact and role in the game.
In addition to providing a fairer system of voting, it is believed that the changes will make the HKCA more efficient and ensure that at all times it is the wishes of the members, through the teams in which they participate, that will guide the and determine policy formulation.
